Tender Description
The School Education and Literacy Department, Government of Sindh, invites eligible NGOs, firms, consortia, and joint ventures to submit bids for the management and operation of six public sector secondary schools under Package 1 in District Thatta-I. This initiative is part of the Asian Development Bank funded Sindh Secondary Education Improvement Program (SSEIP) and is structured as a 10.5-year public-private partnership (PPP) concession. The schools include both old and new blocks, with a total enrollment of 1960 students and existing teaching and non-teaching staff. The Operator will be responsible for comprehensive school management including teaching, administration, maintenance, and community engagement to improve education quality and access, especially for girls and marginalized groups.
Items being procured:
- Management and operation of 6 public sector secondary schools in District Thatta-I
- Initial repair and maintenance of old blocks during the Installation, Planning & Preparation (IPP) period
- Supply, installation, and commissioning of solar energy systems for old blocks
- Development and maintenance of Education Management Information System (EMIS)
- Procurement of furniture, equipment, and ICT-related assets
- Hiring and training of school-based teaching and non-teaching staff
- Implementation of gender-sensitive education programs and inclusive education initiatives
- Continuous professional development of staff
- Community mobilization and school management committee engagement
- Monitoring and reporting on Key Performance Indicators (KPIs) as per the concession agreement
The Operator must comply with the Sindh Public Procurement Rules 2010 and submit bids through the Electronic Pakistan Acquisition and Disposal System (EPADS). A bid security of PKR 9,000,000 is required in the form of a pay order, demand draft, or bank guarantee. Technical and financial bids must be submitted separately by 14th September 2026 at 15:00 hours PST. The technical bid opening will be held on the same day at 15:30 hours PST at the PPP Node office in Karachi. The contract will be awarded to the best evaluated bidder following a single stage two envelope bidding procedure.
The Operator will be required to meet detailed eligibility criteria including experience in education management, financial strength, registration with tax authorities, and qualified key staff. The concession agreement includes detailed provisions on performance security, annuity payments linked to KPIs, dispute resolution, and termination. The Operator will be responsible for maintaining school infrastructure, ensuring safe and inclusive learning environments, and achieving targets for enrollment, attendance, retention, and learning outcomes, with a strong focus on girls' education and inclusive education for children with disabilities.
