Management and Operations of Secondary Schools in Thatta, Sujawal, Badin, Tando Muhammad Khan under PPP Mode

The Government of Sindh, through the School Education and Literacy Department (SE&LD), invites proposals from eligible NGOs, firms, consortia, or joint ventures for the management and operation of selected public sector secondary schools under the Sindh Secondary Education Improvement Project (SSEIP). The initiative aims to enhance education standards by introducing innovations, modernizing the education system, and addressing management gaps in partnership with government teachers, staff, and local communities. The project is structured as a ten years and six months management contract, with the ownership of schools remaining with the Government of Sindh. Items being procured: - Management and operation of 6 secondary schools in Thatta-I - Management and operation of 7 secondary schools in Thatta-II - Management and operation of 9 secondary schools in Sujawal - Management and operation of 9 secondary schools in Badin - Management and operation of 9 secondary schools in Tando Muhammad Khan & Badin Each package listed above is issued as a separate RFP document. The technical scope includes managing and operating the schools, achieving Key Performance Indicators (KPIs), and ensuring quality education delivery. Bidders must be registered with FBR/ATL and provide an Earnest Money of PKR 9,000,000 per package as a pay order or demand draft, valid for 28 days beyond the bid validity period. Proposals must be submitted electronically through the e-PADS system or PPP Unit portal. The deadline for submission is 15:00 PST on 14th September 2026, with technical proposals opened at 15:30 PST the same day at the Committee Hall SE&LD, 4th Floor PNSC Building, Karachi.
