Tender Description
The Pakistan National Shipping Corporation (PNSC) invites applications for prequalification of original manufacturers of marine lubricants for supply at international ports. This procurement is specifically for the supply of quality marine lubricants to PNSC managed vessels, including bulk carriers and tankers, at various international ports such as UAE (Fujairah, Khorfakkan, Dubai, Jebel Ali), Singapore, Karachi Pakistan, Colombo, Gibraltar UK, and others. The department responsible is the Pakistan National Shipping Corporation based in Karachi, Sindh.

The technical scope requires that the marine lubricants meet oil specifications of all major marine engines and auxiliaries as specified by OEMs such as Everllence (Ex MAN B&W), Hitachi, Hyundai, Yanmar, Daihatsu, and Wartsila. The products must be OEM approved and include biodegradable ranges approved by OSPAR and compliant with VGP requirements. Suppliers must provide technical support to optimize lubricant consumption and reduce maintenance costs. Delivery must be On Time In Full (OTIF) either in bulk or drums at specified ports. The bidder must provide credit facilities for a minimum of 30 days from invoice receipt. Delivery receipts signed by the recipient Chief Engineer must accompany invoices for payment.
Eligibility criteria include being an original manufacturer with at least five years of experience in manufacturing and supplying marine lubricants, having third-party or own laboratories for oil analysis, and a worldwide supply network covering most ports listed. Compliance with international sanctions and blacklisting policies is mandatory. The bidder must demonstrate product compliance with OEM specifications and environmental standards.
