Tender Description
The National Institutes of Health (NIH), Islamabad, is procuring Measles Rubella (MR) Vaccine Concentrate on F.O.R basis for the fiscal year 2026-27. This procurement is aimed at securing approximately 2,000,000 doses of live attenuated Measles Rubella vaccine concentrate with a potency not less than 5.5 log CCID50/ml of each virus. The procurement reference number is P57413 and the tender follows the Least Cost Based Selection (LCBS) method under the Public Procurement Rules, 2004.
Items being procured:
- Measles Rubella (MR) Concentrate sufficient to produce approximately 2,000,000 doses (2.0 million doses) of finished vaccine with potency ≥ 5.5 log CCID50/ml for both Measles and Rubella virus.
The technical scope requires the vaccine concentrate to be manufactured in compliance with WHO TRS and WHO guidelines, produced at a WHO GMP-certified manufacturing facility, and registered in the country of origin with applicable regulatory approvals. The product must be transported under cold-chain conditions at −20°C with validated temperature monitoring and data loggers. The concentrate must have a minimum of 75% remaining shelf life at delivery and be compatible with NIH's filling equipment.
Eligibility criteria include valid WHO GMP certification, drug manufacturing license, Certificate of Pharmaceutical Product, free sale certificate, national regulatory authority approval, and comprehensive quality assurance documentation such as Certificate of Analysis, stability data, clinical data, batch release certificates, and manufacturing process summaries. Bidders must also provide a technology transfer plan, training plan for NIH personnel, and technical support commitment.
