Tender Description
The Pakistan Software Export Board (PSEB), under the Ministry of Information Technology and Telecommunication, Government of Pakistan, is seeking to pre-qualify media and advertising agencies through an open framework agreement. This procurement is specifically for agencies capable of managing advertising campaigns to promote Pakistan's IT industry and PSEB's initiatives in Islamabad. Items being procured:
- Management of print media advertisements
- Outdoor and electronic media advertisement management
- Media planning and rate proposals as per Press Information Department (PID) approval
- Content preparation for advertisements
- Coordination with media houses, broadcasters, and outdoor vendors
- Post-campaign reporting
- Digital media management including Facebook, Twitter (X), Instagram, LinkedIn, YouTube
- Social media marketing and community building
- Creative ad posts and video production
- Social media analytics and reporting
- Campaign content planning and approval
- In-house creative production and video production capabilities
- Branding and promotional support for national and international events
The scope covers print, outdoor, electronic, and digital media campaigns with a focus on branding, awareness, and promotion of technology, innovation, exports, and investment opportunities. Agencies must be registered with APNS and PBA and demonstrate experience in similar campaigns, including international technology events such as GITEX, Web Summit, LEAP, and MWC. The technical scope includes creative concept development, media planning, campaign execution, social media monitoring, sentiment analysis, and detailed impact assessments.
Eligibility requires registration with Income Tax, Sales Tax, APNS, PBA, and PID enlistment. Firms must be on the Active Taxpayers List (ATL) of FBR and provide audited financial statements for at least two of the last three financial years. Experience in managing advertising projects, video editing, graphic designing, content writing, and digital marketing is essential. The tender emphasizes submission of detailed proposals including prototype presentations, team details, project references, and samples of advertisements and digital media content.
The submission deadline is **11th August 2026 at 03:00 PM** with bid opening at 03:30 PM in Islamabad. Proposals must be submitted in English and comply with all mandatory requirements to avoid disqualification. The procurement process includes technical evaluation with a minimum qualification score of 70%.
