Tender Description
This tender invites qualified individual consultants to provide expert consultancy services for micro enterprise development in Lahore under the Small and Medium Enterprises Development Authority (SMEDA). The assignment focuses on designing and implementing programs to enhance financial literacy, capacity building, and digital enablement for micro enterprises nationwide. The expert will coordinate with banks, microfinance institutions, fintechs, NGOs, and training providers to ensure effective program delivery and monitoring. The role demands strong experience in micro and small enterprise development, program management, and stakeholder engagement, with a deep understanding of Pakistan's microfinance ecosystem and regulatory environment. The contract duration is 11 months, with the expert required to work on-site at SMEDA's Lahore office and occasionally conduct field visits.
Applicants must hold a minimum Master's or Bachelor's Honors degree in relevant fields and have at least 7 years of post-qualification experience in micro enterprise sector projects. The selection process includes a technical evaluation requiring a minimum of 70% marks and a financial evaluation under a fixed budget of PKR 6.6 million inclusive of all taxes. Consultants must be registered with tax authorities, active on the FBR ATL, and not blacklisted. Proposals must be submitted electronically via EPADS by 12:00 PM on March 4, 2026, with technical proposals opened at 12:30 PM the same day.
Ensure compliance with PEC categories and FBR regulations for the 2025-26 financial year. Bid Securing Declaration and affidavit regarding blacklisting must be submitted on legal stamp paper. The contract will be awarded to the most advantageous bidder following combined technical and financial evaluation.
