Miscellaneous B&R and E&M Works and RCC Foundation Construction at PAC Kamra

Military Engineer Services invites applications for pre-qualification of firms and contractors for the execution of various civil, electrical, and mechanical works at PAC Kamra. The notice is issued by the HQ DW&CE (DP) near Gate No.7, GHQ Rawalpindi, and targets experienced contractors with valid PEC registration and relevant field expertise. The works are to be carried out at the Pakistan Aeronautical Complex (PAC) Kamra, a key defense and aviation hub in Punjab. Items being procured: - Construction of 3 x RCC Foundation for CNC Machines (5-Axis) at Building No.107 (a) at Tech Area AMF JF-17 PAC Kamra (Approx cost: Rs. 46.236 Million) - Miscellaneous B&R and E&M Works at PAC Kamra (Approx cost: Rs. 49.956 Million) The technical scope includes construction of reinforced cement concrete foundations for advanced CNC machinery, as well as a range of building and electrical/mechanical maintenance and upgrade works. Firms must demonstrate experience in construction, electrical, mechanical, and plumbing works, and provide satisfactory completion certificates, work orders, and photographs of completed projects. Only firms enlisted with PEC in Cat C-2, C-3, C-4, or C-5 (valid up to June 2026) are eligible. Preferably, firms should also be enlisted with MES in Cat A, B, or C. Non-enlisted firms must provide a 2% refundable bid security. Pre-qualification with the Engineer-in-Chief's Branch, GHQ Rawalpindi, is also required. No outstanding DI&E recoveries or special reports should be pending. Tenders will be issued to pre-qualified firms and must be submitted at HQ DW&CE (DP) GHQ Rawalpindi by 31 August 2026 at 1130 hours. Bids will be opened the same day at 1200 hours. For bidders, it is advisable to ensure all documentation, especially PEC and MES enlistment certificates, are up to date and included in the submission to avoid disqualification. Early preparation of bid security and completion certificates will streamline the application process.
