Tender Description
The Lahore Electric Supply Company (LESCO) (Material Management) invites sealed bids from eligible and qualified bidders for the procurement of Mobile Double Axle Trolleys specifically designed for 200 KVA Standby Transformer Sub-Stations and 11 KV Metering Panels. This procurement is planned for the financial year 2026-27 and aims to enhance the operational capacity of LESCO in Lahore, Punjab. Items being procured:
- Mobile Double Axle Trolley for 200 KVA Transformer (200 Nos.)
The procurement includes delivery to multiple regional stores: Shalamar Lahore, Walgon Sohail, and Pattoki. The delivery schedule is divided into two lots: 100 units within 150 days and 100 units within the next 90 days. The trolleys must comply strictly with the NTDC/NGC standard specification No.DD-PD-22:2007 (amended to date). Prototype approval from the Stands & Specifications Department of PPMC is mandatory before mass production. The bidder must be a manufacturer or authorized supplier with valid prototype approval or must obtain it within the delivery schedule. The prototype testing and approval process is detailed, including penalties for delays and failure to comply.
Eligibility criteria include registration with FBR (Active Taxpayer List), prequalification with LESCO/DISCO/WAPDA, and submission of bid security in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft. Bidders must also submit various documents including Power of Attorney, Integrity Pact, no deviation certificates, and declarations regarding blacklisting and litigation status.
Bids must be submitted electronically via the EPADS v2.0 portal by Tuesday, September 1, 2026, at 10:30 AM, with bid opening at 11:00 AM the same day. Manual submissions will not be entertained. The procurement will follow the Least Cost Based Selection (LCBS) method.
