Tender Description
**Inland Revenue Service Academy (IRSA), Lahore**, Government of Pakistan, invites bids from qualified firms for the technical operation and lifecycle management of its government-owned natatorium. The engagement is structured under a framework agreement and covers integrated operational, engineering, maintenance, water-quality, and facility-management responsibilities for the aquatic facility.
Specific item list not provided in the notice.
The required scope includes technical operations, facility lifecycle management, mechanical supervision, preventive and corrective maintenance, water quality management, filtration-system operation, operational administration, and comprehensive operation and maintenance of the natatorium or comparable aquatic facilities. Bidders should be prepared to provide suitably qualified technical personnel, maintenance planning, response arrangements, operational records, water testing and treatment controls, mechanical supervision, and lifecycle support for associated systems.
Participation is limited to entities holding a valid Pakistan Engineering Council licence in Category C-04 or higher. Firms must be registered with the Federal Board of Revenue and the relevant Provincial Revenue Authority, with active status on their respective Active Taxpayer Lists. Applicants must demonstrate at least five consecutive years of professional experience in technical operations, facility lifecycle management, operation and maintenance, mechanical supervision, or preventive maintenance of government-owned, institutional, commercial, natatorium, or aquatic facilities. They must also have at least two concurrently active operation and maintenance contracts executed within the last two years for eligible public-sector, armed-forces, autonomous-body, or comparable aquatic facilities.
A bid security equal to **5% of the financial bid** is required in the form of a CDR or pay order in favour of the Director General, Inland Revenue Service Academy. Complete bidding documents are available through the e-Pak Acquisition and Disposal System. Digitally authenticated, non-editable PDF e-Bids must be uploaded exclusively through the e-PADS portal at https://epads.gov.pk/. The submission deadline is **24 August 2026 at 11:00 AM**, with bid opening at 11:30 AM. A practical tip is to ensure the legal name on every uploaded document exactly matches the e-PADS registration, and to upload well before the deadline to avoid technical rejection.
