National Upskilling Program for University Undergraduates Training Services

The National Vocational and Technical Training Commission (NAVTTC) Islamabad invites bids from eligible and capable training service providers, NAVTTC-registered or accredited technical and vocational training institutes, universities, or other legally constituted training bodies for the NATIONAL UPSKILLING PROGRAM FOR UNIVERSITY UNDERGRADUATES. This program aims to deliver a short-duration AI and Precision Prompt Engineering upskilling program for university undergraduate students. Items being procured: - AI and Precision Prompt Engineering upskilling training services The program is designed to provide practical, responsible, and immediately usable AI literacy and prompt-engineering capabilities, delivered strictly as per the NAVTTC-approved curriculum. Training will focus on structured problem definition, prompt design, context engineering, workflow design, AI-assisted research and productivity, verification, critical evaluation, and responsible use of generative AI. Delivery will be conducted nationally through smart classrooms and/or approved delivery locations supported by a Learning Management System (LMS). The implementing provider will be responsible for trainee enrollment, instructor and server attendance, learning records, assessments, completion evidence, and issuance/processing of certificates of participation in accordance with NAVTTC requirements. Training delivery will be jointly monitored by NAVTTC and TSP through the LMS. Eligibility requires NAVTTC registration or accreditation, capability in training delivery, and compliance with the bidding document requirements. Bidders must provide a Bid Security of 1,000,000 Rs in the form of a Pay Order in favor of NAVTTC Fund. Bidding documents with detailed terms and conditions are available at www.navttc.gov.pk. Sealed bids (Technical and Financial marked and prepared separately) must be submitted on or before Thursday, October 08, 2026, 11:00 AM at NAVTTC HQs, Kirthar Road, Sector H-9/4, Islamabad. Bids will be opened the same day at 11:30 AM. One practical tip: Ensure your bid security Pay Order is correctly addressed to NAVTTC Fund and included with your bid to avoid disqualification. Also, strictly follow the separate marking instructions for Technical and Financial bids to comply with the Single Stage One Envelope procedure.
