Design Supply Installation Testing Commissioning Operation Maintenance Net Billing Based 709.2 kW On-Grid Solar PV System

The District Judiciary (East & West) Islamabad is procuring a comprehensive solar power solution for its District Judicial Complex located at G-11/4 and Family Courts Complex at G-10/1, Islamabad. This project involves the design, supply, installation, testing, commissioning, and operation & maintenance of a net billing based 709.2 kW on-grid solar photovoltaic system. The scope covers all technical aspects including solar panels, inverters, mounting structures, wiring, and integration with the existing electrical infrastructure to ensure efficient energy generation and net metering. Eligible bidders must be reputable contractors or firms registered with the Pakistan Private Infrastructure Board (PPIB), Pakistan Engineering Council (PEC), Federal Board of Revenue (FBR), and other relevant authorities. Experience in similar solar PV projects and valid PEC categories related to electrical or renewable energy works are essential. Firms must also be on the Active Taxpayers List (ATL) and demonstrate financial and technical capacity to undertake this sizable project. The bidding process follows a Single Stage - Two Envelope procedure conducted electronically via the Electronic Procurement and Disposal System (EPADS). Interested bidders should note the critical dates: the tender was published on 14th April 2026, with a pre-bid meeting scheduled for 23rd April 2026. The final submission deadline is 30th April 2026 at 10:00 am. Bids must be submitted online, accompanied by a bid security of PKR 4,300,000 in the form of a Demand Draft or Pay Order in favor of the District & Sessions Judge (West), Islamabad. The original bid security must be delivered to the office before the closing time to avoid disqualification.
