Tender Description
This tender invites qualified firms to supply NIV drugs to the Directorate of Procurement (Navy) located in Islamabad. The procurement focuses on pharmaceutical supplies essential for naval medical stores, emphasizing quality and compliance with national standards.
The scope includes supply of various medicines as per the detailed Annex A list, with delivery scheduled from 1st July 2026 to 30th June 2027. The medicines must meet strict shelf life requirements, proper packaging, and labeling standards. The procurement process follows a single stage two-envelope bidding procedure, requiring separate technical and commercial offers. The technical offer must include detailed documentation such as DGDP registration, DRAP licenses, and proof of financial and manufacturing capabilities.
Bidders must be registered on the Active Taxpayers List (ATL) and comply with PEC and FBR regulations. Firms should ensure their DGDP registration is valid or be willing to register provisionally. The tender mandates submission of earnest money via Call Deposit Receipt (CDR) with specified ceilings based on firm registration status. Compliance with DPP&I-35 (Revised 2024) and PPRA Rules 2004 is essential for contract award.
The submission deadline is set for 31st March 2026 at 1030 hours, with bid opening at 1100 hours on the same day. Offers must be delivered in sealed envelopes to the Directorate of Procurement (Navy) at Bahria Gate, Naval Residential Complex, Sector E-8, Islamabad. Only registered representatives may attend the opening.
Pro-Tip: Ensure all technical documents are complete and properly flagged as per DP-2 instructions. Missing or incomplete documentation, especially related to DGDP registration or earnest money, can lead to outright rejection. Also, verify the firm's ATL status and attach all mandatory certificates to avoid disqualification.
