Procurement of Non-Consultancy Services for Procurement and Contract Agreement Digitization and Related Support

The Capital Development Authority (CDA) invites bids for the procurement of non-consultancy services related to the digitization of Procurement and Contract Agreement files for the financial year 2026-27. This opportunity is open to eligible firms registered with FBR and appearing on the Active Taxpayers List (ATL). The scope of work includes digitization, scanning, and management of procurement and contract documents, as well as the provision of technical support for the implementation of the e-Procurement system (EPADS v2.0). Items being procured: - Digitization and scanning of Procurement and Contract Agreement files (CDA) - Technical support for the implementation and operation of EPADS v2.0 - Provision of non-consultancy services for document management and record keeping The technical scope covers the digitization of physical records, uploading and indexing of documents, and ensuring secure digital storage in compliance with CDA requirements. The selected firm will also provide ongoing support for the e-Procurement system, including troubleshooting and user training as needed. All work must be performed at the CDA Main Office, Islamabad, under the supervision of the Procurement and Contract Agreement Digitization Project team. Eligible bidders must be registered with FBR, appear on the ATL, and demonstrate relevant experience in document digitization and IT support services. Earnest Money in the form of Pay Order, Call Deposit, or Demand Draft is required as per the tender document. Bids must be submitted through the EPADS v2.0 portal by the deadline of Monday, October 12, 2026, at 11:30 AM. Late submissions will not be entertained. The opening of bids will take place on the same day at 12:00 PM in the presence of bidders or their authorized representatives. A practical tip for bidders: Ensure that all scanned documents are clear, properly indexed, and meet CDA's digital archiving standards to avoid technical disqualification during evaluation.
