Tender Description
The Health Department, Government of Balochistan, through the Health Sector Reform & Management Unit (HSRMU) and Project Management Unit (PMU), is procuring office equipment and allied items specifically for Pediatric Emergency Units at teaching hospitals located in Kharan, Khuzdar, Loralai, Turbat, Naseerabad, Sibi, Pishin, and Zhob. This procurement covers a total of 20 items essential for enhancing emergency pediatric care across these key hospitals in Balochistan.
The procurement involves supplying, delivering, installing, testing, commissioning, and making operational all equipment at the designated hospital locations without any additional cost to the procuring agency. The bidders must also provide warranty and after-sales services as per the bidding document requirements. The delivery and commissioning timeline is set at 30 calendar days from the issuance of the Purchase Order or contract signing.
Eligible bidders must be registered with relevant tax authorities and appear on the Active Taxpayer List (ATL). They should possess valid Sales Tax Registration where applicable and must not be blacklisted or debarred by any government or semi-government entity. Experience criteria include completion of at least two contracts of similar nature worth PKR 75 million each within the last three years, along with an accumulated turnover of no less than PKR 175 million during the last three financial years. Audited financial statements certified by a Chartered Accountant or ICAP-registered audit firm must be submitted. Item-wise technical compliance sheets against specifications are mandatory.
The bid security required is 2% of the total quoted bid value in the form of Call Deposit Receipt (CDR), Demand Draft, Pay Order, or Bank Guarantee issued by a scheduled bank in favor of the Project Director, HSRMU/PMU, Health Department, Government of Balochistan.
Electronic bids must be submitted through the Balochistan Public Procurement Regulatory Authority (BPPRA) Electronic Procurement System (EPPS) Supplier Dashboard by 29th June 2026 at 09:00 AM. Technical bids will be opened electronically on the same day at 10:00 AM. The submission address for queries is House No. 26-A, Chaman Housing Scheme, Airport Road, Quetta. Contact phone is 0812864129 and email is eiftikharshah@yahoo.com.
A practical tip for bidders is to ensure full compliance with the technical specifications and submit detailed item-wise compliance sheets. This will strengthen the technical bid and avoid disqualification. Also, timely registration on the EPPS portal and preparation of earnest money instruments in advance will facilitate smooth bid submission and participation in this significant procurement opportunity.
