Open Framework Agreement for General Order Supplier

The Pakistan Institute of Development Economics (PIDE) Islamabad invites sealed bids from eligible, experienced, and reputable firms for a three-year Open Framework Agreement as General Order Supplier. This procurement is aimed at enhancing quality, efficiency, and timely completion of supply orders while managing workload effectively. The department requires firms with offices in Islamabad or Rawalpindi, registered with the sales tax department and holding a valid NTN. The scope covers supply and delivery of general order items on an as-and-when-required basis for three years. The supplier will be responsible for procurement, transportation, and timely delivery of goods as per requirements communicated by PIDE. All items must be brand new, conforming to relevant Pakistani or international standards, and delivered in original packaging. Delivery timelines are typically within 3 to 7 working days. Suppliers must provide samples, catalogs, or datasheets upon request for evaluation before procurement. The contract requires earnest money in the form of a call deposit receipt amounting to Rs. 20,000 in favor of PIDE Islamabad. Eligibility criteria include registration with tax authorities, valid sales tax and NTN registration, at least three years of relevant experience, submission of bid security, and no blacklisting by any government or private organization in Pakistan. Firms must have established offices/workshops in Islamabad or Rawalpindi subject to inspection. Overwriting or cutting in quotations will lead to cancellation. The bid validity is ninety days from the date of bid opening. The last date for submission is July 21, 2026, by 11:00 hours, with bid opening at 11:30 am on the same day at the office of the Chairman Purchase Committee PIDE. Bids must be submitted in a sealed envelope. The supplier must deliver items at PIDE premises located at Quaid-i-Azam University Campus, Islamabad, without transportation cost.
