Operation of Canteen at Engineering Development Board Islamabad

The Engineering Development Board (EDB) (MoI&P) Islamabad invites bids for the operation of its canteen facility located at EDB complex building 5-A Constitution Avenue. This procurement is for the financial year 2026-27 and aims to select a qualified and experienced operator to manage the canteen in a professional, hygienic, and efficient manner. Items being procured: - Operation and management of canteen facility - Provision of hygienic, fresh and good-quality food, snacks, beverages and other approved items - Deployment of sufficient and trained staff - Maintenance of cleanliness and food hygiene - Procurement, storage and preparation of food and consumables - Proper disposal of food waste and other generated waste - Maintenance of equipment, furniture, and fittings installed by the operator - Compliance with all applicable laws, regulations, and EDB instructions The scope includes setting up and operating the canteen at the space provided by EDB, using only portable/mobile/removable structures and materials without permanent alterations. The operator must ensure food quality and hygiene standards, provide a reasonable variety of meals, snacks, and beverages suitable for EDB employees and visitors, and maintain competitive and reasonable prices. The canteen shall operate during prescribed working hours and additional hours as required by EDB. Eligibility criteria include relevant experience in food/catering sector, valid registrations/licenses, manpower details, and acceptance of EDB's terms and conditions. The successful bidder will bear all expenses related to canteen operation except facilities specifically provided by EDB. A security deposit/performance guarantee of Rs. 50,000 is required. Bids must be submitted online through EPADS v2.0 by Tuesday, September 29, 2026 at 11:00 AM. Manual submissions will not be entertained. Bids will be opened on the same day at 11:30 AM. The evaluation will be based on eligibility, compliance, experience, and proposed menu prices. The contract period and other terms will be as per bidding documents.
