Tender Description
The National Insurance Company Limited (NICL) Islamabad invites bids for the operation and maintenance of LG/Sigma lifts installed in the NICL Building located at 63-Jinnah Avenue, Blue Area, Islamabad. This procurement is for the financial year 2026-27 and covers a contract period of one year with possible renewal. The tender requires qualified firms with PEC C-4 or above, specialization ME-03, and at least five years of registration. The firm must have experience providing operation and maintenance services for LG/Sigma lifts to at least twelve clients in the past five years and a minimum annual turnover of PKR 50 million in the last three years. Items being procured:
- Operation and maintenance of four passenger lifts of LG/Sigma
- Operation and maintenance of one cargo lift of LG/Sigma
The scope includes monthly inspection, cleaning, lubrication, adjustment, and servicing of five lifts (three passenger, one executive, one cargo) installed in 2010. The contractor must provide all cleaning materials and lubricants, promptly attend to breakdowns, and carry out minor repairs without extra charge. Major repairs will be done at mutually agreed costs. A qualified lift technician must be deployed full-time from 07:00 am to 07:00 pm on all working days including Saturday. The contractor's service engineers will conduct monthly site visits and submit inspection reports. The lifts have detailed technical specifications including capacities, speeds, and control systems as per the tender documents.
Eligibility requires active FBR registration, no blacklisting, and an office/shop in Islamabad with valid tenancy or ownership documents. The bid security is PKR 200,000 in the form of a pay order. Bids must be submitted online via EPADS v2.0 by August 12, 2026, 10:00 AM. Manual bids will not be accepted. The bid opening will be on the same day at 10:30 AM. The contract will commence within 15 days of signing. Liquidated damages of PKR 1000 per day apply for delays, capped at 2% of contract value.
