Tender Description
The National Highway Authority (NHA) Islamabad invites qualified contractors for the Operation, Maintenance and Management (OM&M) of several service and rest areas located on major national highways. This tender covers eight specific sites: Muridwala Service Area (North & South Bound) KM-974 (M-3), Rohri Service Area (North & South Bound) KM-397 (M-5), Quttub Din Shah Service Area (North & South Bound) KM-460 (M-5), Azampur Service Area (North & South Bound) KM-528 (M-5), Zahirpir Service Area (North & South Bound) KM-609 (M-5), Uch Sharif Service Area (North & South Bound) KM-679 (M-5), Band Rest Area (North & South Bound) KM-495 (M-5), and Muhammadpur Rest Area (North & South Bound) KM-562 (M-5).

The contract duration is five years, focusing on comprehensive upkeep and operational efficiency of these highway service and rest areas. The scope includes ensuring all facilities are functional, safe, and well-maintained to serve travelers effectively. The sites are strategically located on the M-3 and M-5 motorways, requiring experienced contractors familiar with highway service area management.
Eligibility criteria include valid PEC registration, FBR active taxpayer status, and relevant experience in similar highway or facility management projects. Interested bidders must submit a non-refundable tender fee of PKR 5,000 and provide earnest money as per NHA rules. Technical and financial bids will be evaluated separately, with strict adherence to NHA procurement policies.
The tender documents can be obtained from the NHA Headquarters in Islamabad or downloaded from the official NHA website. The submission deadline is 6th July 2026 by 11:30 AM at the NHA office Islamabad. Technical bids will be opened on the same day at 11:00 AM.
