Operation Management and Maintenance of Bus Bays with Public Facilities

The National Highway Authority (Punjab-North Region) is procuring contracts for the operation, management, and maintenance of bus bays with provision of public facilities across multiple locations including Lahore, Rawalpindi, and surrounding areas. This procurement is specifically for the Maintenance Unit Rawalpindi and involves awarding contracts on an advance quarterly net guaranteed revenue basis with a 10% annual cumulative enhancement. The contract period is initially three years with a possible extension of two additional years based on satisfactory performance after the first year. The scope includes comprehensive management and upkeep of bus bays at various sites such as Kamoki, Eminabad More, Lalamusa, Wazirabad, Sara-e-Alamgir, Gujar Khan, Mandra, Rawalpindi, Taxila, Hassanabal, Hattian, and Kamra. Bidders must ensure proper maintenance and provision of public facilities as detailed in the Request for Proposal documents. The contract requires bidders to submit bid security in the form of Pay Order or CDR in favor of the National Highway Authority (Road Maintenance Fund-Security Deposit). Eligible bidders must be registered with the Income Tax Department, appear on the Active Taxpayers List of the Federal Board of Revenue, and hold a valid PEC registration in Category 0-5 for the year 2026. The bidding documents are available free of cost and can be downloaded from the NHA website. Bids must be prepared according to the instructions in the prequalification documents and submitted by the deadline of June 30, 2026, at 1100 hours. The technical and financial bids will be opened on the same day at 1130 hours in the presence of bidders or their authorized representatives. A practical tip for bidders is to ensure all documentation, including PEC registration and FBR ATL status, is current and correctly submitted to avoid disqualification.
