Hiring of Operation Management and Maintenance Services for Mobile Weigh Stations on National Highways and Motorways

The National Highway Authority (NHA) Islamabad is procuring Operation, Management and Maintenance (OM&M) services for 10 packages of mobile weigh stations located on various National Highways and Motorways across Pakistan. This procurement covers mobile weigh stations on routes including N-5, N-55, N-75, N-135, M-1, and E-35. The scope involves comprehensive management and maintenance of weigh equipment to ensure smooth operation until June 30, 2027. Bidders must hold a valid Pakistan Engineering Council (PEC) license of category O-6 or above, possess NTN certificates, and be on the Active Taxpayer List (ATL) with the Federal Board of Revenue (FBR). The bidding process follows a Single Stage-Two Envelope procedure requiring separate technical and financial bids. The technical bid must include earnest money in the form of a bid security and an original undertaking on stamp paper confirming no blacklisting or default status. Bidders should have relevant experience managing similar weigh station operations. The bidding documents are available free of cost on the NHA website from May 25, 2026. The deadline for submission of e-bids is June 8, 2026, at 1100 hours, with technical bids opening the same day at 1200 hours. Original bid security must reach NHA headquarters by 1130 hours on the closing date. A practical tip for bidders is to ensure timely registration on the PPRA e-procurement system (EPADS) as manual bids will soon be discontinued.
