Operation, Management & Maintenance Contract for Naran Rest Area on N-15

The National Highway Authority (NHA) invites bids for the Operation, Management & Maintenance (OM&M) contracts of the already established Naran Rest Area located at KM 124 on the Mansehra – Naran – Jalkhand – Chillas (MNJC) Road (N-15). This contract is offered on an Advance Net Guaranteed Revenue Basis for a period of three years. The OM&M operator will be responsible for maintaining all amenities and installations in a properly operational condition and must hand over the inventory to NHA at the end of the contract without any claims for repair or maintenance costs. Items being procured: - Operation, Management & Maintenance of Naran Rest Area at KM 124, NBC 1 The scope includes comprehensive management of the rest area facilities ensuring high standards of service and upkeep. Bidders must be on the Active Taxpayer List and comply with all regulatory requirements. The bidding documents containing detailed terms, conditions, and scope of work can be obtained from the office of the Director (FR/HB) at NHA Headquarters, Islamabad, during office hours from August 31, 2026, upon payment of Rs. 5,000/- as a non-refundable fee via pay order in favor of NHA Road Maintenance Account, Islamabad. Alternatively, documents can be downloaded free of cost from the NHA website (www.nha.gov.pk). A Pre-Bid Meeting will be held on September 8, 2026, at 11:30 AM in the NHA Auditorium, Islamabad. Technical and financial bids must be submitted by 2:00 PM on September 16, 2026, at the same venue. Technical bids will be opened on the submission day, followed by evaluation and subsequent opening of financial bids of technically qualified bidders. NHA reserves the right to reject any or all bids as per PPRA rules. Bidders are advised to register on the EPADS (PPRA) portal at www.eprocure.gov.pk promptly, as manual bid submissions will be phased out in future procurements.
