Operation, Management & Maintenance of NHA Service Areas and Rest Areas on Advance Net Guaranteed Revenue Basis

The National Highway Authority (NHA) invites tenders for the operation, management, and maintenance of multiple service areas and rest areas on an advance net guaranteed revenue basis. This procurement covers eight specific sites along national highways, including Muridwala Service Area (North & South Bound) KM-974 (M-3), Rohri Service Area (North & South Bound) KM-397 (M-5), Quttub Din Shah Service Area (North & South Bound) KM-460 (M-5), Azampur Service Area (North & South Bound) KM-528 (M-5), Zahirpir Service Area (North & South Bound) KM-609 (M-5), Uch Sharif Service Area (North & South Bound) KM-679 (M-5), Band Rest Area (North & South Bound) KM-495 (M-5), and Muhammadpur Rest Area (North & South Bound) KM-562 (M-5). Items being procured: - Operation, Management & Maintenance contracts for Muridwala Service Area - Operation, Management & Maintenance contracts for Rohri Service Area - Operation, Management & Maintenance contracts for Quttub Din Shah Service Area - Operation, Management & Maintenance contracts for Azampur Service Area - Operation, Management & Maintenance contracts for Zahirpir Service Area - Operation, Management & Maintenance contracts for Uch Sharif Service Area - Operation, Management & Maintenance contracts for Band Rest Area - Operation, Management & Maintenance contracts for Muhammadpur Rest Area The contracts are for a period of five years. The successful operator will be responsible for maintaining all amenities and installations in a properly maintained and operational condition without any claim for repair or maintenance costs. Bidders must be on the Active Tax Payer list. Bidding documents with detailed terms and conditions can be obtained from the office of the Director (FR/HB) NHA-HQ Islamabad after Monday, September 14, 2026, by depositing Rs. 5,000/- as a non-refundable pay order in favor of NHA Road Maintenance Account Islamabad. Documents are also downloadable from www.nha.gov.pk. A pre-bid meeting is scheduled for Friday, September 18, 2026, at 1130 hours in the NHA Auditorium Islamabad. Technical and financial bids must be submitted by Wednesday, September 30, 2026, at 1100 hours in the NHA Auditorium Islamabad. Technical bids will be opened the same day at 1130 hours. Financial bids of technically qualified bidders will be opened and announced publicly later. Manual bids will be eliminated in upcoming procurements, so firms are advised to register at www.procure.gov.pk immediately.
