Operation, Management & Maintenance of Malata, Manga, and Sambli Rest Areas on Islamabad - Muzaffarabad Dual Carriageway (E-75)

The National Highway Authority (NHA) invites bids for the operation, management, and maintenance (OM&M) of three established rest areas located on the Islamabad - Muzaffarabad Dual Carriageway (E-75). These contracts are offered on an advance net guaranteed revenue basis for a period of three years. The rest areas included in this tender are: - Malata Rest Area (KM 17 NBC) - Manga Rest Area (KM 25 NBC) - Sambli Rest Area (KM 35 SBC) Each rest area will be awarded as a separate contract. The successful operators will be responsible for maintaining all amenities and installations in a properly maintained and operational condition, handing over inventory to NHA at contract completion without claims for repair or maintenance costs. Bidding documents detailing terms, conditions, and scope can be obtained from the office of the Director (FR/HB) NHA-HQ Islamabad after Monday, 31st August 2026, upon payment of Rs. 5,000 as a non-refundable pay order in favor of NHA Road Maintenance Account, Islamabad. Documents are also available for free download at www.nha.gov.pk. A pre-bid meeting is scheduled for Tuesday, 8th September 2026 at 1130 hours in the NHA Auditorium, Islamabad. Technical and financial bids must be submitted by Wednesday, 16th September 2026 till 1100 hours at the same venue. Technical bids will be opened the same day, followed by evaluation and opening of financial bids of technically qualified bidders. All firms are advised to obtain EPADS (PPRA) registration at www.eprocure.gov.pk immediately, as manual hard copy bids will be eliminated in future procurements.
