Operation, Management & Maintenance Contracts for Rest Areas on Islamabad – Muzaffarabad Dual Carriageway (E-75)

The National Highway Authority (NHA) invites bids for the Operation, Management & Maintenance (OM&M) contracts of established Rest Areas located on the Islamabad – Muzaffarabad Dual Carriageway (E-75). These contracts are offered on an Advance Net Guaranteed Revenue Basis and are intended to ensure the proper upkeep and management of the rest areas for a period of three years. The Rest Areas included in this tender are: - Malata Rest Area at KM 17 (NBC) - Manga Rest Area at KM 25 (NBC) - Sambli Rest Area at KM 35 (SBC) Each Rest Area will be awarded as a separate contract. The successful operators will be responsible for maintaining all amenities and installations in operational condition and must hand over the inventory to NHA at the end of the contract without any claims for repair or maintenance costs. Bidders must be on the Active Taxpayer List to be eligible. Bidding documents containing detailed terms, conditions, and scope of work can be obtained from the office of the Director (FR/HB) at NHA Headquarters, Islamabad, from August 31, 2026, during office hours upon payment of Rs. 5,000/- as a non-refundable fee via pay order in favor of NHA Road Maintenance Account, Islamabad. Alternatively, documents can be downloaded free of cost from the NHA website (www.nha.gov.pk). A Pre-Bid Meeting is scheduled for September 8, 2026, at 11:30 AM in the NHA Auditorium, Islamabad. Technical and financial bids must be submitted by 11:00 AM on September 16, 2026, at the same venue. Technical bids will be opened on the submission day, followed by evaluation and public opening of financial bids of technically qualified bidders. Interested firms are advised to register on the EPADS (PPRA) portal at www.eprocure.gov.pk as manual hard copy bids will be phased out in future procurements.
