Operation, Management & Maintenance of Service and Rest Areas on Motorways M-3 and M-5 on Advance Net Guaranteed Revenue Basis

The National Highway Authority (NHA) Islamabad invites bids for the Operation, Management & Maintenance (OM&M) of already established Service Areas and Rest Areas on Motorways M-3 and M-5 on an advance net guaranteed revenue basis. The contracts cover multiple sites including Muridwala, Rohri, Quttub Din Shah, Azampur, Zahirpir, Uch Sharif Service Areas, and Band and Muhammadpur Rest Areas, each awarded as separate contracts for a period of five years. The successful operator will be responsible for managing and maintaining the permissible buildings and amenities at these sites, excluding reserved buildings such as NHA & NH&MP offices and filling stations. The scope includes upkeep, janitorial services, security, firefighting arrangements, provision of hygienic food at government approved rates, and maintenance of utilities at the operator's cost. Operators must ensure 24/7 janitorial services in three shifts, maintain cleanliness of public toilets and masjid areas, provide potable water free of cost, and install CCTV cameras for security. The contract requires compliance with labor laws, provision of uniforms and PPE to janitorial staff, and maintenance of complaint registers. Operators must be on the Active Taxpayer List and submit a bid security of Rs. 1,000,000 per bid. Bids will be evaluated on technical and financial criteria with a minimum technical score of 60 required to qualify for financial bid opening.
