Operation and Management Contract for 05 Packages of Police Fine Collection Units on Motorways and Expressway till 30.06.2027

The National Highway Authority (NHA) Islamabad invites e-bids from eligible and qualified bidders for the Operation and Management (O&M) contract of 05 packages of Police Fine Collection Units on Motorways and Expressway until 30th June 2027. This contract covers multiple strategic locations across the motorway network, ensuring efficient collection and management of police fines. Items being procured: - Package 1: PFC MW-3 covering beats 5 and 6 on M-2 from Islamabad to Chakri (KM-353 to KM-314) - Package 2: PFC MW-5 covering beats 11 and 12 on M-2 from Chakri to Balkasar (KM-314 to KM-266) and Sukhaki to Babu Sabu (KM-65 to KM-26) - Package 3: PFC MW-6 covering beats 17 and 18 on M-4 from Pindi Bhatian to Faisalabad (KM-01 to KM-52) - Package 4: PFC EW-17 covering beats 1 and 2 on E-35 from Faisalabad to Gojra (KM-238 to KM-180) and Hazara to Havelian (KM-000 to KM-60+899) - Package 5: PFC LSM covering beat 2 on LSM from Havelian to Mansehra (KM-60+899 to KM-100+410) and Gujranwal to Sambriyal (KM-59+00 to KM-117+00) The scope includes comprehensive operation and management services for police fine collection units across these motorway and expressway sections. Bidders must have valid NTN certificates, be active taxpayers on the FBR ATL, and hold valid Pakistan Engineering Council (PEC) licenses as per the specified categories: PEC category One (0-5) or above for Package 1, and category Two (0-4) or above for other packages. Bidders must not have any revenue shortfall with NHA and should not be blacklisted or declared defaulters by any government agency. Arbitration cases under process do not disqualify participation. The bidding process follows a Single Stage-Two Envelope procedure. Technical bids will be opened on 26th August 2026 at 12:00 hours, followed by financial bids of technically qualified bidders. Original bid security must reach NHA Headquarters by 26th August 2026 at 11:30 hours. An original undertaking on Rs. 100/- stamp paper, duly attested, confirming no blacklisting or default status and correctness of bid information, is mandatory at technical bid opening. Bidding documents are available free of cost from the NHA website from 13th August 2026. Bidders are advised to register on the EPADS (PPRA) portal at www.eprocure.gov.pk immediately.
