Tender Description
This tender invites reputable consultant firms to undertake a detailed study on optimizing motor gasoline transportation through the White Oil Pipeline (WOP) and Machike–Faisalabad–Mahmoodkot (MFM) pipeline system in Islamabad under the Oil and Gas Regulatory Authority (OGRA). The consultancy focuses on enhancing the efficiency and resilience of Pakistan's national oil supply chain, particularly addressing the transportation of petrol and diesel from Karachi ports to upcountry depots.
The scope includes assessing the optimum petrol movement share through the WOP/MFM pipelines, evaluating the need for a strategic road tanker fleet, and analyzing port-side congestion risks at FOTCO. The study will also consider seasonal demand fluctuations, international price volatility, and propose operational and infrastructure remedies to improve pipeline throughput and reduce supply disruptions. The work requires coordination with key stakeholders including PAPCO, PARCO, PSO, and the Petroleum Division.
Consultants must be registered with relevant tax authorities, have at least ten years of experience in midstream/downstream oil sector consultancy, and comply with PEC and FBR/ATL requirements for the 2025-26 financial year. Firms must provide affidavits confirming no conflict of interest or blacklisting. The evaluation will be based on technical and financial proposals submitted electronically via EPADS, following the PPRA Consultancy Services Regulations 2010.
The submission deadline is set for 04 May 2026 at 11:00 AM, with bid opening at 11:30 AM on the same day. Proposals must include a bid security of PKR 500,000 in the form of a call deposit receipt payable at Rawalpindi/Islamabad.
