Tender Description
This tender invites qualified consultancy firms to provide organizational development services for the Export-Import Bank of Pakistan in Islamabad. The scope covers reviewing and updating the existing Human Resource Management Policy, Performance Management System, redesigning the Reward Framework, and organizational restructuring including the organogram.
The consultancy requires a detailed comparative study of current HR policies against local and multinational best practices, stakeholder engagement, and legal compliance. The project demands expertise in HR governance, performance appraisal design, compensation benchmarking, and organizational design tailored to financial institutions. The work will be conducted at the Bank's head office in Islamabad, requiring close coordination with management and HR personnel to ensure practical and compliant deliverables.
Bidders must be registered with FBR, on the Active Taxpayer List, and meet PEC category requirements for consultancy services. The lead consultant should hold recognized HR certifications such as CIPD or SHRM and have relevant experience in financial or development finance institutions. Proposal submission must comply with PPRA rules including Proposal Securing Declaration and adherence to ethical standards.
The submission deadline is set for 19th March 2026 at 11:00 AM PST, with bid opening at 11:30 AM via the EPADS online portal. Physical presence is not required but a pre-proposal conference will be held on 10th March 2026 at the Bank's office in Islamabad. All proposals must be submitted electronically through EPADS only.
