Pakistan Railways Concrete Sleeper Factories Directorate Headquarters Office Lahore invites prequalified firms, companies, or joint ventures for the outsourcing of operation and management of Pakistan Railways Concrete Sleeper Factories located at Sukkur, Khanewal, and Kohat Cantt. The scope of work includes the rehabilitation, upgradation, maintenance, and operation of these factories during the concession period under a Public-Private-Partnership (PPP) mode. Items being procured: - Outsourcing of operation and management of Concrete Sleeper Factory, Sukkur - Outsourcing of operation and management of Concrete Sleeper Factory, Khanewal - Outsourcing of operation and management of Concrete Sleeper Factory, Kohat Cantt - Rehabilitation, upgradation, and maintenance of all three factories during the concession period The technical scope covers comprehensive management, technical upgradation, and ongoing maintenance of the concrete sleeper manufacturing facilities. The selected bidder will be responsible for ensuring uninterrupted production, quality control, and compliance with Pakistan Railways standards. The project is structured as a PPP, requiring bidders to demonstrate experience in large-scale industrial operations, preferably in the railway or construction sector. Eligible bidders must be prequalified and may be required to provide proof of relevant experience, financial capacity, and registration with FBR/ATL. Earnest Money and other bid securities will be specified in the detailed tender documents.
