Outsourcing of Naib Qasid, Security Guard, Mali and Janitor Services

The Ministry of Climate Change & Environmental Coordination in Islamabad is procuring outsourcing services for Naib Qasid, Security Guard, Mali, and Janitor staff for its office located at LG&RD Complex, G-5/2. This contract is for one year with possible extension based on performance. The scope includes provision of 10 Naib Qasid, 4 Security Guards, 2 Malis, and 5 Janitors. Each category requires physically fit personnel with minimum matric qualification preferred and relevant experience. The services cover general office support, security monitoring, cleaning, gardening, and maintenance duties as per detailed tender specifications. Firms must be registered with FBR, on the Active Taxpayers List, and have at least five years of experience with three completed contracts in similar services. Earnest Money of 2% of bid value (Rs. 320,000) is required as CDR. Bids must be submitted through EPADS by 11:30 AM on 13th July 2026, with opening at 12:30 PM the same day at the Ministry's committee room. The contract requires submission of CNIC copies of workers, adherence to labor laws, and provision of uniforms and equipment. Blacklisted firms are ineligible. A practical tip for bidders is to ensure all mandatory documents including affidavits, financial soundness undertakings, and proof of experience are complete and uploaded on EPADS to avoid disqualification. Timely submission and compliance with EPADS procedures are critical for acceptance. The Ministry reserves the right to reject any or all bids as per PPRA rules.
