Outsourcing of Pakistan Railway Schools on PPP Mode (RUOT) in Risalpur, Khanewal, Rohri, and Sukkur

Pakistan Railways is inviting proposals from reputable national firms, companies, or joint ventures for the outsourcing of five operational schools under the Public-Private Partnership (PPP) model on a Rehabilitate-Upgrade-Operate-Transfer (RUOT) basis. The selected investor(s) will be responsible for financing, modernizing, expanding, rehabilitating, upgrading, operating, maintaining, and transferring these schools on a revenue-sharing basis with Pakistan Railways. This opportunity is open to firms with proven experience in the education sector, with a preference for those having at least 30 years of experience, including two years of mobilization period. Items being procured: - P.R Girls High School, Risalpur (Risalpur Division) - P.R Girls Middle School, Khanewal (Multan Division) - P.R Girls High School, Rohri (Sukkur Division) - P.R Girls High School, Sukkur (Sukkur Division) - P.R Boys High School, Sukkur (Sukkur Division) The technical scope includes the complete rehabilitation, modernization, and operation of these schools, ensuring quality education and infrastructure upgrades. Interested bidders must download the RFP documents from the Pakistan Railways or PPRA websites for information, but the official documents must be obtained in person from the Directorate of Education by paying a non-refundable fee of PKR 10,000 in cash. A pre-bid conference will be held on 20th August 2026 at 11:00 AM at the Directorate of Education, Pakistan Railways Headquarters Office, Empress Road, Lahore. Technical and financial proposals, sealed in separate envelopes, must be submitted by 2:00 PM on or before 10th September 2026. The technical proposals will be opened the same day at 2:30 PM in the presence of bidders or their representatives. Bidders must submit separate proposals and bid securities for each project if applying for more than one school. Firms are advised to ensure all eligibility criteria, including relevant experience and compliance with PPP requirements, are met.
