Overhauling of Transformers Installed at National Institute of Health Islamabad

The National Institutes of Health (NIH), Islamabad, is procuring complete overhauling services for three oil-immersed power transformers installed at its campus. This procurement is for the fiscal year 2026-27 and is based in Islamabad Capital Territory. The transformers to be overhauled are located at the Media Block (500 KVA), PWD Plant Room (500 KVA), and T.T. Boiler Room (630 KVA). Items being procured: - Complete overhauling of 500 KVA transformer at Media Block - Complete overhauling of 500 KVA transformer at PWD Plant Room - Complete overhauling of 630 KVA transformer at T.T. Boiler Room The scope includes detailed physical inspection, draining and filtration of transformer oil (approx. 600 litres per transformer), internal cleaning, replacement of consumables such as silica gel, gaskets, rubber seals, O-rings, joint packing, oil seals, breather accessories, and any minor consumables. It also covers bushing inspection and replacement, electrical testing including insulation resistance, winding resistance, transformer turns ratio, earth resistance, and continuity tests. Leak rectification, reassembly, refilling of oil, vacuuming, air venting, tightening of connections, and final testing and commissioning are also part of the contract. The contractor must provide all labor, supervision, skilled manpower, tools, testing equipment, transportation, consumables, and safety equipment. Materials supplied must be new, genuine, and approved quality. Work must comply with PEC standards, WAPDA/IESCO practices, manufacturer recommendations, and IEC standards. Eligibility requires PEC Category C6 or above with specialization codes EE04 and EE05, valid IESCO contractor approval, FBR registration, and at least three similar completed projects of overhauling transformers of 100 KVA or above with a minimum value of PKR 200,000 each in the last five years. The contract duration is 90 calendar days from the work order issuance. The defect liability period is six months post-completion. Submission of bids is through EPADS v2.0 by July 28, 2026, 11:00 AM, with bid opening at 11:30 AM the same day. Manual submissions are not accepted. The bid security must be submitted in the form of Pay Order, Call at Deposit, or Demand Draft. The estimated cost is **PKR 4,000,000**.
