Tender Description
Pakistan State Oil Company Limited (PSO) invites quotations for professional painting services at its Fuel Farm Facility located in Karachi Aviation. This procurement is specifically for comprehensive painting works covering various facility areas including conference rooms, tanks, boundary walls, old buildings, service tanks, and specialized rooms such as LT & HT rooms and fire pump rooms.
Items being procured:
- Matt Paint for Conference Room (130 M2)
- Weathershield Paint for Tanks, Boundary Walls, Old Building, Service Tanks (10,200 M2)
- Water-based Matt Paint for Office, LT & HT Rooms, Fire Pump Room, Grinder and SG Room (5,560 M2)
The scope includes thorough surface preparation involving removal of dust, dirt, oil stains, loose paint, scraping of deteriorated surfaces, wire brushing, sanding, repair of minor cracks and damaged plaster, and protection of adjacent equipment and installations. Painting works require application of primer coats followed by two or three coats of approved quality paints such as Berger or Gobis or equivalents approved by PSO. Color selection will be approved by the Site Incharge or Location Manager prior to commencement.
Contractors must provide all materials, labor, tools, scaffolding, transportation, consumables, and supervision. Quality standards demand uniform color, texture, and finish without defects such as brush marks or peeling. The finished work will be inspected and approved by PSO officials.
Eligibility criteria include compliance with HSE and security standards, provision of personal protective equipment for workers, assignment of site supervisors to coordinate work permits and instructions, and police verification certificates for staff after service order issuance. Payment will be made based on actual verified quantities. The work must be completed within 120 days of service order issuance, with penalties for delays.
Bidders should submit their quotations by 25 August 2026. This is a valuable opportunity for contractors experienced in industrial painting services to engage with a leading energy company in Karachi. A practical tip for bidders is to ensure thorough site visits and coordination with PSO site supervisors to understand exact surface conditions and paint specifications before quoting, which will help in accurate pricing and compliance with quality requirements.
