Tender Description
This tender invites bids for partition work for offices AB-1 at Sukkur IBA University, located in Sukkur, Sindh. The project falls under the Construction & Civil Works Materials and Power, Electrical & Solar Equipment categories, issued by Sukkur IBA University. The scope includes supplying and fixing commercial plywood panels, aluminum channel framing with tinted glass glazing, door closers, glazing with deodar wooden fillets, surface rendering with matt finish painting, dismantling cement concrete, porcelain tile flooring, and comprehensive electrical works including wiring, switches, sockets, LED light panels, conduits, and ducting.
The work requires licensed contractors with Pakistan Engineering Council (PEC) category C-6 or above, with specialized codes CE-10(i) and EE11(vi), and a valid Electric Inspector license for Sindh (Sukkur Region). Contractors must have valid Income Tax and Sales Tax registration with active taxpayer status and an average annual turnover equal to or exceeding the estimated cost of PKR 7.10 million. The project duration is 3 months with a 6-month defect liability period. The contractor must submit a detailed technical proposal including manufacturing processes, manpower, machinery, and a bar chart or CPM schedule. The bid security is PKR 150,000 in the form of a pay order or demand draft.
Bidders should ensure compliance with PEC licensing, FBR registration, and active taxpayer status for the 2025-26 financial year. Affidavits on non-judicial stamp paper declaring no litigation, blacklisting, or corrupt practices are mandatory. The bid evaluation includes technical and financial assessments with a minimum technical score of 70%. The contract includes a 5% performance security and 5% retention money. Liquidated damages are 0.1% per day up to 10% of the contract amount.
Submission deadline is on the closing date with bids to be submitted electronically via EPADS. Bid opening will be conducted at the Project Director's office at Sukkur IBA University, Nisar Ahmed Siddiqui Road, Sukkur. The technical proposal will be opened first, followed by the financial proposal of technically qualified bidders. Hard copies of the technical proposal may be submitted optionally.
