Tender Description
This tender invites bids for the procurement and installation of a passenger elevator at the Anti-Narcotics Force Headquarters located in Rawalpindi. Issued by the Ministry of Interior and Narcotics Control, this project falls under construction and electrical equipment categories, focusing on modern elevator technology and civil installation works.
The scope includes supply, installation, testing, and commissioning of a semi-imported passenger elevator with a capacity of 630 KG, servicing three stops with a speed of 1.0 m/sec. The elevator cabin is stainless steel with marble or tile flooring, LED lighting, and advanced safety features such as infrared light curtain protection and automatic rescue devices. The site is situated at Wavel Lane Chaklala near the Old Airport in Rawalpindi, requiring bidders to conduct a detailed site survey prior to submission. The project demands high-quality imported materials except for the cabin, which must be manufactured locally with a visitable facility. The elevator must come with a two-year free warranty and maintenance.
Bidders must be registered with the Federal Board of Revenue (FBR) and included in the active taxpayer list. Registration with the Pakistan Engineering Council (PEC) at C4 level or above is mandatory, specifically under codes ME-03 and EE-11(vi). The bidder should also be enlisted with the Engineering Institution of Pakistan (EinC) and registered with the Chamber of Commerce or Securities and Exchange Commission of Pakistan (SECP). The tender requires an earnest money deposit of Rs. 190,750 in the form of a bank draft or pay order. Compliance with all tax and regulatory requirements for the fiscal year 2025-26 is essential.
The submission deadline is set for 21 April 2026 at 10:00 AM, with bids to be delivered in a sealed confidential envelope containing separate technical and financial proposals. Bids will be opened on the same day at the Anti-Narcotics Force Headquarters, Rawalpindi. Late submissions, fax, or email proposals will not be accepted. The physical address for submission is Deputy Director (P&D), HQ Anti-Narcotics Force, Opposite Old Airport, Wavel Lane, Chaklala, Rawalpindi.
Pro-Tip: Ensure your bid includes a valid Call Deposit Receipt (CDR) and that you have coordinated a site visit with the Deputy Director (P&D) before submission. Missing the detailed survey or incorrect documentation often leads to disqualification, so double-check all requirements and maintain active FBR and PEC registrations.
