Tender Description
The Privatisation Commission Islamabad is procuring consultancy services for an independent performance audit. This assignment focuses on evaluating the Commission's statutory mandate execution, governance, operational systems, and institutional capacity. The scope includes assessment of governance frameworks, human resource management, historical performance over the last five financial years, transaction and operational systems, and digital data monitoring. The consultancy will deliver inception, diagnostic, draft, and final audit reports with evidence-based findings and a reform roadmap.
Eligible firms should have relevant PEC categories if applicable, be registered with FBR and ATL, and demonstrate experience in public sector audits, institutional gap analysis, and governance reforms. The evaluation will be based on technical and financial proposals with a minimum technical score of 70% required for financial bid opening. The contract duration is approximately eight weeks from signing.
Proposals must be submitted to the Director Administration, Privatisation Commission, 4th Floor, Pak-Secretariat (Kohsar Block), Constitution Avenue, Islamabad. The deadline for submission is 15 days from the advertisement date. Bidders are advised to carefully prepare their technical and financial bids, ensuring compliance with PPRA rules and including all required documents such as Earnest Money and CDR. A practical tip is to thoroughly review the Terms of Reference and evaluation criteria to align the proposal accordingly and avoid disqualification.
