Tender Description
This tender invites qualified Human Resource Management, Management Consultancy, and Chartered Accountancy firms to provide independent third-party performance evaluation services for professionals appointed under the Special Professional Pay Scales (SPPS) across various Federal Government Ministries and Divisions in Islamabad. The Establishment Division requires a thorough bi-annual assessment of 62 professionals currently serving in SPPS positions, covering disciplines such as Economics, Finance, IT, Law, Petroleum, and Agriculture.
The scope includes evaluating each professional's performance against agreed targets, KPIs, and deliverables, critically analyzing their technical contributions, and reviewing the existing performance evaluation mechanisms. The firm will also conduct a gap analysis of the SPPS policy and propose a transparent, objective-oriented evaluation framework aligned with international best practices. The evaluation will validate skill-gap alignment and assess the integration of incumbents within institutional ecosystems.
Applicants must be registered with SECP, ICAP, or Registrar of Firms, and be on the Active Taxpayers List of FBR. The tender emphasizes compliance with PEC categories and FBR/ATL status for the fiscal year 2025-26. Firms should prepare their submissions carefully, including all required forms and supporting documents, to meet eligibility and evaluation criteria.
The submission deadline is set for 09 March 2026 at 11:00 am, with public opening 30 minutes later at the Establishment Division office, 5th Floor, Shaheed-e-Millat Secretariat, Islamabad. Only online submissions via EPADS will be accepted; manual submissions are not entertained.
