Operation and Management of 5 Police Fine Collection Units on Motorways and Expressway till 30.06.2027

The National Highway Authority (NHA) invites e-Bids for the operation and management (O&M) of five packages of Police Fine Collection (PFC) Units on various motorways and expressways across Pakistan, with contracts valid till 30.06.2027. This opportunity is open to firms with valid Pakistan Engineering Council (PEC) licenses and NTN certificates as Active Tax Payer List members with FBR. Items being procured: - PFC MW-3: Islamabad–Chakri (KM-314 to KM-353) and Chakri–Balkasar (KM-368 to KM-314), Route M-2 (2 PFC beats) - PFC MW-5: Sukhani–Babu Sabu (KM-26 to KM-65) and (KM-00 to KM-26), Route M-2 (2 PFC beats) - PFC MW-9: Pindi Bhattian–Faisalabad (KM-91 to KM-52) and Faisalabad–Gojra (KM-180 to KM-230), Route M-4 (2 PFC beats) - PFC EW-17: Hazara–Havelian (KM-000 to KM-60+899) and Havelian–Mansehra (KM-60+899 to KM-100+410), Route E-35 (2 PFC beats) - PFC LSM: Gujranwala–Sambryal (KM-59+00 to KM-117+00), Route LSM (2 PFC beats) The technical scope includes the full O&M of these PFC units, ensuring compliance with NHA revenue requirements and operational standards. PEC license requirements are 0-5 or above for single-beat packages and 0-4 or above for two-beat packages. All prospective bidders must submit e-Bids via the NHA e-Bidding Portal by 26 August 2026, 11:00 AM, with technical bids opened the same day at 12:00 PM. Bid security in original must reach NHA HQ by 26 August 2026, 11:30 AM. A notarized undertaking on a Rs. 100 stamp paper is mandatory at the time of technical bid opening.
