Tender Description
The National Highway Authority (NHA) invites e-bids for the operation and management (O&M) of five packages of Police Fine Collection (PFC) Units on various motorways and expressways across Pakistan, with the contract period extending till 30.06.2027. This opportunity is open to all prospective bidders holding a valid license from the Pakistan Engineering Council (PEC) in the relevant category, and who are active taxpayers with FBR. The scope of work involves the comprehensive management of PFC units, ensuring efficient collection operations at designated motorway and expressway locations.

- PFC MW-3: Islamabad - Chakri (KM-353 to KM-314) M-2, Chakri - Balkasar (KM-314 to KM-266) M-2 (2 beats)
- PFC-MW-5: Sukhaki - Babu Sabu (KM-65 to KM-26) M-2, (KM-26 to KM-00) M-2 (2 beats)
- PFC-MW-6: Pindi Bhattian - Faisalabad (KM-01 to KM-52) M-4, Faisalabad - Gojra (KM-238 to KM-180) M-4 (2 beats)
- PFC-EW-17: Hazara - Havelian - Mansehra (KM-000 to KM-60+899, KM-60+899 to KM-100+410) E-35 (2 beats)
- PFC-LSM: Gujranwal - Sambriyal (KM-59+00 to KM-117+00) LSM (1 beat)
The technical scope includes the deployment of qualified staff, management of collection processes, and adherence to NHA revenue protocols. Bidders must not be defaulters or blacklisted by any government agency and should have no shortfall of NHA revenue. The bidding will be conducted through the Single Stage Two Envelope procedure, with bid security required as per the bidding documents. All bids must be submitted electronically via the NHA e-bidding portal by 26th August, 2026 at 11:00 AM. Technical bids will be opened the same day at 12:00 PM at NHA HQ, Islamabad. Bidders are advised to ensure their EPADS (PPRA) registration and to follow the NHA website for any updates or addenda.
