Pre-Qualification of Firms for Air Conditioning, Electrical, Water Supply, Gas Fitting, Lighting, and Maintenance Works at Turbat, Karachi, and Islamabad

Military Engineer Services invites applications for pre-qualification of firms and contractors for a diverse set of engineering works at multiple locations, with the main office of submission in Islamabad. The works are being managed by HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. This notice covers a range of mechanical, electrical, and civil works across Turbat, Karachi, and Islamabad. Items being procured: - Air Conditioning System of Sports Complex and Water Filtration system for Swimming Pool at Turbat - Uplifting of Internal Electric, Water Supply and Gas Fitting Fixture at Manora Karachi - Provision of Lights in Football Ground and Sports Center at Karachi - Maintenance of Transformers at Islamabad - Provision of Lights in Cricket Ground at Karachi - Repair / Maintenance of 28 x Motor Pumps at Islamabad The technical scope includes installation and maintenance of air conditioning and water filtration systems, upgrading internal electrical and gas fittings, provision of lighting for sports facilities, transformer maintenance, and repair of motor pumps. The works span both new installations and maintenance of existing infrastructure, requiring firms with multidisciplinary engineering capabilities. Eligible firms must be enlisted with MES in category A or B or with other government departments, and must have relevant experience of similar works in the last five years. Valid registration with Pakistan Engineering Council (PEC) up to 30th June 2027 is mandatory. Applicants must submit a detailed company profile, list of enrolled manpower with valid PEC numbers, details of tools and machinery, and bank statements for the last two years. NTN, FBR, PEC, and MES registration certificates are also required. Earnest money in the form of bid security equal to 2 percent of the quoted bid cost is to be deposited by prequalified firms, refundable to unsuccessful bidders. Bids must be submitted in sealed form at HQ DW&CE (Navy), Sector E8, Naval Complex, Islamabad by 1130 hours on 24 June 2026. Bids will be opened the same day at 1200 hours. A practical tip: Ensure your PEC registration is valid through June 2027 and prepare all supporting documents in advance to avoid last-minute disqualification.
