Pre-Qualification of Firms for Provision of Air Travel Services

The Higher Education Commission (HEC), Pakistan invites applications and documents from firms registered with Income Tax and Sales Tax Departments and listed on the Active Taxpayers List of the Federal Board of Revenue (FBR). Firms must also hold a valid IATA Membership Certificate for prequalification of travel agencies for the provision of Air Travel Services under EPADS Tender reference number FFW10087. Items being procured: - Provision of Air Travel Services Prequalification documents containing all necessary information, including instructions for preparation and submission of prequalification documents and evaluation criteria, are available on the HEC website www.hec.gov.pk, PPRA website www.ppra.gov.pk, and EPAD portal https://vendors.epads.gov.pk. These documents can be downloaded free of cost. Interested bidders/firms must apply online through the EPADS portal only to participate in the procurement process. Applications must be prepared in accordance with the instructions contained in the Prequalification Documents and submitted through EPADS v2.0 on or before Tuesday, October 13, 2026, at 11:30 AM. Applications will be opened electronically through EPADS v2.0 on the same day at 12:00 PM. Manual submission of applications will not be entertained. Vendors who have not yet registered on EPADS v2.0 may complete their registration at https://vendors.epads.gov.pk/. Guidance regarding registration and bid submission is available on the portal. Bidders are advised to ensure their registration and submission well before the deadline to avoid last-minute technical issues. Strict adherence to the online submission process is mandatory to qualify for this tender.
