Tender Description
The Ministry of Poverty Alleviation and Social Safety Islamabad invites pre-qualification bids from original manufacturers, authorized dealers, and reputed workshops registered with Income & Sales Tax Departments and listed on the Active Taxpayers List (ATL) of FBR. Bidders must have offices or stocks in Rawalpindi or Islamabad for the Financial Year 2026-27. The procurement is for annual repairs and maintenance services covering two main categories:
- Pre-Qualification of repair and maintenance of Machinery and equipment
- Pre-Qualification of repair and maintenance of Hardware
Interested bidders are required to register on the E-Pak Acquisition & Disposal System (EPADS) and submit their bids electronically through the EPADS portal. No manual or hard copy bids will be accepted. The bids will be publicly opened at the Ministry's Committee Room located on the 4th Floor, Evacuee Complex, F-5/1, Islamabad, in the presence of bidders or their representatives.
Key eligibility criteria include registration with NTN, GST, and vendor number, at least two years of relevant experience, and possession of a proper office in Rawalpindi or Islamabad. Bidders must submit a refundable bid security of Rs. 35,000 in the form of a Bank Draft or Pay Order in favor of Section Officer (General), Ministry of Poverty Alleviation and Social Safety. The contract will be valid until June 30, 2027.
The Ministry reserves the right to accept or reject any or all bids as per PPRA rules. Payments will be made after satisfactory completion and inspection of work, with applicable taxes deducted. Bidders must also submit an affidavit on stamp paper confirming they have not been blacklisted by any government or public sector organization.
Items being procured:
- Repair and maintenance services for machinery and equipment
- Repair and maintenance services for hardware
Bidders are advised to carefully review all terms and conditions in the bidding documents available on the Ministry, PPRA, and EPADS websites. A practical tip for bidders is to ensure timely registration and submission on EPADS to avoid disqualification due to procedural non-compliance. The bid security must be submitted before bid opening as per Rule 25 of PPRA Rules 2004.
This pre-qualification process is a critical opportunity for firms specializing in repair and maintenance services to engage with a federal ministry and secure long-term contracts in Islamabad.
