Tender Description
The National Disaster Management Authority (NDMA) Islamabad is seeking to pre-qualify carriage contractors for transport and logistics services. This procurement is specifically for the capital city of Islamabad and aims to establish a pool of qualified service providers for future contracts during the financial year 2025-26. The scope includes maintaining a fleet of at least ten operational vehicles, including heavy and light transport vehicles, with a mix of flatbed, covered, box, and containerized trucks. Vehicles must have payload capacities between 5 to 20 tons and be at least 60% owned by the contractor. All vehicles must comply with technical and safety standards including valid registration, fitness certificates, route permits, insurance, and proper maintenance. A GPS tracking system with real-time monitoring is mandatory for all vehicles, ensuring continuous communication with drivers. Contractors must demonstrate the ability to mobilize vehicles within 24 to 72 hours and handle consignments of at least 50 tons per dispatch across multiple locations and terrains, including emergency situations. Drivers must hold valid HTV or LTV licenses with a minimum of three years experience and be familiar with national highways and logistics routes. The contractor must also provide adequate loading and unloading equipment such as forklifts and trolleys, and ensure strict adherence to safety regulations including load limits and emergency kits. Eligibility requires FBR/ATL registration, a minimum average annual turnover between PKR 50 million to 100 million over the last three years, and at least five years of relevant transport/logistics experience. Bidders must not be blacklisted or declared ineligible due to corrupt or fraudulent practices. The technical evaluation includes fleet size, vehicle compliance, tracking systems, operational capacity, driver competence, and emergency response capability.
