Tender Description
The Cannabis Control and Regulatory Authority (CCRA) Islamabad invites Expressions of Interest (EOI) from reputed Chartered Accountant Firms for pre-qualification via an open framework agreement for a period of three years to conduct audits of CCRA accounts. This procurement is managed by the Cannabis Control and Regulatory Authority (CCRA) based in Islamabad Capital Territory.
Items being procured:
- Annual Statutory Audit of the Authority for FY 2024-25 and FY 2025-26 onwards
- Comprehensive assessment of accounting and internal control systems
- Expression of opinion on financial statements
- Statement of control and compliance
- Entry and exit meetings with CCRA management
- Preparation of Management Letter including comments on accounting records, procedures, and recommendations
- Reporting on implementation status of previous audit recommendations
The technical scope includes auditing financial statements prepared in accordance with IAS/IFRS/ISA standards and relevant legal frameworks. The audit will cover financial position, receipts, expenditures, and internal controls. The firm must have expertise in sophisticated audit software and provide audit reports compliant with ISA 700 standards.
Eligibility criteria require firms to be registered with ICAP or equivalent, listed in the 'A' category of the State Bank of Pakistan Panel of Auditors, have a satisfactory Quality Control Rating, and at least ten years of continuous operation. Firms must have a minimum of 7 partners, 10 qualified Chartered Accountants, 100 audit staff/trainees, and at least 3 offices in Pakistan. Experience of at least 5 audit assignments with transactional volumes of PKR 1 billion each is mandatory. International affiliation with a reputable firm is also required.
