Pre-qualification for Construction, Re-construction, Repair and Maintenance of Postal Departmental Buildings

The Directorate General Pakistan Post invites applications for Pre-qualification for construction, re-construction, repair and maintenance of Postal Departmental Buildings in Islamabad Capital Territory. This Open Framework Agreement will be valid for 24 months and aims to prequalify suppliers for subsequent Invitation to Bid(s) and Call-Off Contracts. The scope covers various zones including petty works and re-painting works at multiple postal buildings and staff flats in Islamabad, as well as supply of materials for day to day maintenance anywhere in Pakistan. Items being procured: - Zone I: Petty Works at Dte-General PPO - Zone II: Re-Painting Works at Dte-General PPO - Zone III: Petty Works at Postal Staff College and Hostel - Zone IV: Re-Painting Works at Postal Staff College and Hostel - Zone V: Petty Works at Block No. 21,22,28,29 & 30 Postal Dispensary, GPO Building Islamabad and various houses - Zone VI: Re-Painting Works at same locations as Zone V - Zone VII: Petty Works in Staff Flats Category A & D - Zone VIII: Re-Painting Works in Staff Flats Category A & D - Zone IX: Petty Works in Staff Flats Category B & C - Zone X: Re-Painting Works in Staff Flats Category B & C - Zone XI: Supply of material for day to day maintenance works - Zone XII: Petty and Re-Painting works anywhere in Pakistan The technical scope includes construction, re-construction, repair, and maintenance works with schedules ranging from 4-6 weeks to 8-12 weeks after issuance of work orders. Applicants must be registered with PEC for the year 2026-27 with relevant building codes and have a Civil Engineer appointed. Documentary evidence of completed projects in the last 3 years, bank statements, and non-blacklisting certificates are required. The evaluation will be based on Least Cost Based Selection (LCBS). Applications must be submitted electronically through EPADS v2.0 by Monday, October 19, 2026 at 11:00 AM. Late or manual submissions will not be accepted. The opening of applications will be on the same day at 11:30 AM via EPADS. Interested bidders should ensure timely registration on the EPADS portal and carefully follow submission instructions. Earnest Money and other bid securities should be prepared as per the prequalification documents.
