Tender Description
Military Engineer Services (MES) invites applications for pre-qualification of firms and contractors for various construction works under HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. This tender is specifically for contractors interested in civil and building construction projects located at Creeks Area and Karachi.

The scope covers construction and civil works at two distinct locations, requiring firms to have experience in building and civil infrastructure projects. The works involve site preparation, structural construction, and accommodation facilities, demanding technical expertise and adequate resources.
Eligibility criteria require firms to be enlisted with MES in category A or B or have equivalent experience with other government departments. Applicants must submit a comprehensive company profile including details of similar works completed in the last five years, manpower with valid PEC registration, tools and machinery inventory, financial statements for the last two years, and valid NTN, FBR, PEC, and MES registration certificates. Firms not registered or renewing their Pakistan Engineering Council registration by 30th June 2027 will be disqualified.
The tender submission deadline is 18 August 2026 by 1130 hours at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. The bids will be opened the same day at 1200 hours. Prequalified firms will be required to deposit a bid security equal to 2% of the quoted bid cost. The evaluation will follow PPRA rules and the lowest evaluated responsive bid will be accepted.
