Pre-Qualification for Supply of Electric Bikes (EV-2 Wheelers) under PAVE Subsidy Scheme NEV Policy 2025-30

The Engineering Development Board EDB (Ministry of Industries and Production) Islamabad is inviting Expressions of Interest for Pre-Qualification of Electric Vehicle (EV) 2-Wheelers Original Equipment Manufacturers (OEMs) and Assemblers under the Pakistan Accelerated Vehicle Electrification (PAVE) Subsidy Scheme for Phase-II and subsequent phases as per NEV Policy 2025-30. This procurement targets the supply and distribution of electric bikes across Pakistan including Azad Jammu & Kashmir and Gilgit-Baltistan. The technical scope includes locally manufactured or assembled electric 2-wheelers with Lithium Iron Phosphate batteries of minimum 48V, Permanent Magnet Synchronous Motors with minimum top speed of 45 km/h, and GPS-enabled data loggers. The vehicles must meet stringent warranty and performance guarantees including a minimum 2-year or 40,000 km warranty excluding battery, and a battery warranty of 3 years or 40,000 km. OEMs must hold valid EDB manufacturing certificates and PSQCA licenses, demonstrate local value addition, and maintain after-sales service centers with trained EV safety-certified technicians. The pre-qualification requires submission of detailed technical and financial proposals through the EPADS v2.0 portal by the deadline of June 9, 2026 at 11:00 AM, with bid opening at 11:30 AM the same day. A non-refundable submission fee of PKR 5,000 must be paid via Pay Order or Bank Draft in favor of Drawing & Disbursement Officer, EDB. Bidders should ensure compliance with all eligibility criteria including NTN, GST, EDB license, PSQCA certification, and provide verifiable evidence of experience and financial capacity.
