Expression of Interest for Pre-Qualification of Electric Vehicle (EV) 2-Wheelers OEMs/Assemblers for PAVE Phase-II

The Engineering Development Board (EDB), Ministry of Industries & Production, Government of Pakistan invites Expressions of Interest (EOI) from all locally registered Electric Vehicle (EV) 2-Wheelers Original Equipment Manufacturers (OEMs) and Assemblers for pre-qualification under the Pakistan Accelerated Vehicle Electrification (PAVE) Program, Phase-II and subsequent phases. Items being procured: - Electric Vehicle (EV) 2-Wheelers for distribution across Pakistan including Azad Jammu & Kashmir (AJK) and Gilgit-Baltistan (GB) under the PAVE subsidy program during Phase-II and subsequent phases. This initiative aims to accelerate the adoption of electric vehicles, promote local manufacturing and value addition, strengthen indigenous supply chains, ensure product quality and safety, and support sustainable industrial growth in line with the NEV Policy 2025-30. The scope covers nationwide distribution of electric 2-wheelers with a target to achieve 30% EV penetration by 2030. Eligibility criteria include all locally registered EV 2-Wheelers OEMs/Assemblers with a valid EDB Manufacturing Certificate and PSQCA License, and compliance with EDB pre-qualification criteria. Bidders must submit their applications through the PPRA E-PADS 2.0 portal. The submission deadline is **September 24, 2026 at 11:00 AM**, with bids opening the same day at 11:30 AM in the presence of bidders. A non-refundable submission fee of **PKR 5,000/-** in the form of Pay Order/Bank Draft/Demand Draft in favor of Drawing & Disbursement Officer (DDO), EDB is required. Applications already pre-qualified for Phase-II of the PAVE Program are not required to re-apply as their qualification stands valid. Bidders are advised to carefully prepare their technical documentation to meet EDB's pre-qualification criteria and ensure timely submission via the official e-procurement portal to avoid disqualification.
