Pre-Qualification of Firms for Event Management Services

The Federal Directorate of Education (FDE), under the Ministry of Federal Education & Professional Training, Islamabad, is inviting pre-qualification applications from well-reputed firms for Event Management Services. This procurement is specifically for firms having their own office setup based in Rawalpindi and Islamabad, registered with Income Tax and Sales Tax Departments, and registered on the e-Pak Acquisition & Disposal System (EPADS). The pre-qualification is intended to enlist capable service providers for an Open Framework Contract to provide event management services for FDE. Only pre-qualified firms will be eligible to participate in subsequent RFQ processes. Items being procured: - Event Management Services including planning and coordination - Venue management including selection, booking, layout planning, and compliance - Logistics and operations such as transport, accommodation, furniture, stage, sound, lighting, multimedia equipment, power backup, internet, and technical support - Creative and promotional support including event theme design, branding, printing of backdrops, banners, brochures, media coverage, photography, and videography - Guest and protocol management including invitations, RSVP, registration desks, hospitality, protocol, and security arrangements - Execution and supervision including on-site management, troubleshooting, coordination of sessions, crowd management, and safety protocols - Post-event services including dismantling, clearance, event report submission, and feedback collection The scope requires firms with demonstrated experience in managing events for large organizations, preferably in education or government sectors. Firms must have strong partnerships with venues, decor, catering, and other service providers to ensure competitive pricing and seamless service delivery. Strict confidentiality and compliance with all terms and conditions are mandatory. Eligibility criteria include registration with relevant tax authorities, a minimum of one year of establishment, no blacklisting by any procuring agency or PPRA, and registration on EPADS. Firms must submit a bid security of Rs. 200,000/- through EPADS and in hard copy. The evaluation will be based on firm profile, financial strength, relevant experience, client base, and technical capacity with a minimum qualifying score of 70 marks. The deadline for submission is **28th July, 2026 by 10:30 A.M.** through EPADS only. The opening of applications will be on the same day at 11:00 A.M. A pre-bid meeting is scheduled for 16th July, 2026 at 11:00 A.M. at the FDE Committee room, Islamabad. Interested bidders are advised to carefully prepare their applications, ensuring all required documents and bid security are submitted timely through EPADS. A practical tip for bidders: Ensure your firm's registration and tax documentation are up to date and correctly uploaded on EPADS well before the closing date. Late or incomplete submissions will be rejected. Also, attend the pre-bid meeting to clarify any doubts and understand the evaluation criteria thoroughly to enhance your chances of pre-qualification.
