Pre-Qualification of Event Management Firms for Pakistan National Council of the Arts One-Year Open Framework Arrangement

Pakistan National Council of the Arts (PNCA), under the National Heritage & Culture Division, Government of Pakistan, invites reputable, experienced, technically capable and financially sound event management firms to apply for pre-qualification under a one-year open framework arrangement. This arrangement supports PNCA's recurring cultural programmes including exhibitions, festivals, theatre and dance productions, music performances, conferences, seminars, award ceremonies, national-day programmes, international cultural exchanges, youth activities and outreach events. Services will be required on an as-and-when-needed basis at PNCA premises and other specified locations in Pakistan. Items being procured: - Pre-qualification of event management firms for a one-year open framework arrangement The scope includes comprehensive event management and allied services such as event concept development, coordination, stage and venue production, audio-visual and lighting, branding and communication, hospitality and protocol, safety and compliance, accessibility and sustainability, and post-event closure. Firms must demonstrate capability in planning, production, technical resources, creative branding, digital event technology, logistics, and health and safety compliance. Eligibility criteria require legally registered firms or consortiums with at least five years of continuous event management operations, three similar events completed in the last five years, average annual turnover of at least PKR 20 million, valid tax and EPADS registration, and no blacklisting. Firms must submit a complete technical application through EPADS without any financial proposal at this stage. The minimum qualifying score is 70 out of 100 based on detailed technical and financial evaluation criteria. Key dates including submission deadline and opening date will be announced. Applications must be uploaded electronically via EPADS. No physical copies or financial proposals are required at this stage. PNCA reserves the right to reject any or all applications in accordance with applicable rules.
